PRA 2014 Pension Deduction Rules for Nigerian Payroll

A practical guide to the pension provisions relevant to Nigerian payroll reconciliation, based on the Pension Reform Act 2014 and applicable PenCom guidance.

Statutory Provisions & Authoritative Source Citations

1. Pension Reform Act 2014, Section 4(1)(b)

Under Section 4(1)(b) of the Pension Reform Act 2014 (Act No. 4 of 2014), employees participating in the Contributory Pension Scheme (CPS) in Nigeria contribute a minimum of 8% of their monthly emoluments to their Retirement Savings Account (RSA).

2. Statutory Emolument Floor & Contractual Definition

Under the Pension Reform Act 2014 (Section 120) and official PenCom guidance, monthly emoluments are the total emoluments defined in the employee's contract of employment, but they cannot be less than the combined Basic Salary, Housing Allowance, and Transport Allowance:

Statutory Minimum Base = Basic Salary + Housing Allowance + Transport Allowance

Applying the 8% minimum deduction rate to total gross earnings (which may include non-pensionable overtime or bonuses) creates an inaccurate pension calculation unless explicitly defined in the employment contract.

3. What Payroll Auditor Can vs. Cannot Verify

What Payroll Auditor Verifies: Payroll Auditor can verify the employee contribution against the pensionable earnings base supplied or explicitly derivable from the payroll data (e.g., itemized Basic, Housing, and Transport allowances or an explicit pensionableEarnings base) and an explicit pension deduction value within NGN rounding tolerance.
What Payroll Auditor Cannot Verify: Payroll files that do not itemize allowances or omit the pension deduction column cannot be verified for statutory base compliance. Payroll Auditor safely outputs an explicit "Not Evaluated — Insufficient Data" status rather than generating false compliance passes or errors.

Questions & Answers

Frequently Asked Questions

What payroll files can I upload?

Payroll Auditor currently accepts CSV files.

Does Payroll Auditor replace my payroll software?

No. Payroll Auditor works with the payroll you've already prepared. Upload your existing CSV and use it as a verification step before payment.

Is my payroll data uploaded to a server?

No. Payroll processing is performed in your browser rather than sending your payroll file to a backend for analysis.

What does Payroll Auditor check?

It checks supported payroll calculations, data integrity and applicable statutory conditions.

Does zero variance mean my payroll is fully compliant?

No. Zero calculation variance does not necessarily mean every statutory or data-integrity check has passed. Payroll Auditor reports these findings separately.

Is Payroll Auditor a tax filing service?

No. Payroll Auditor is a payroll verification tool. It does not replace tax filing, payroll processing or professional accounting advice.
